About assertion of rules of accreditation by educational organizations

In accordance with sub point 7), article 4, of the Law of the Republic of Kazakhstan from 27th of July 2007 “About Education” The Government of the Republic of Kazakhstan,

ASSERTS:

1. Accept enclosed Rules of accreditation of educational organizations.

2. To recognize as having lost power.

  2. Statute of the Government of the Republic of Kazakhstan from 24th of January of 2002, # 98, “About making change to the resolution of the Government of the Republic of Kazakhstan from 19th July 2001, # 976” (SAPP of the Republic of Kazakhstan, 2002, # 5, article 29)
  3. Point b of changes, which are inserted into some decisions of the Government of the Republic of Kazakhstan, asserted by the resolution of the Government of the Republic of Kazakhstan from 28th of September 2005, # 964 “About changing some decisions of the Government of the Republic of Kazakhstan and accepting as having lost power some decisions of Cabinet of Ministers of Kazakh SSR, Cabinet of Ministers of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan” (SAPP of the Republic of Kazakhstan, 2005, # 36, article 500)
  4. Actual resolution will be official in use after 10 calendar days pass after its first official publication.

Rules of accreditation of educational organizations

  1. General rules

1. Actual rules of accreditation of educational organizations in accordance with the Law for the Republic of Kazakhstan from 28th of July 2007 “Concerning Education” determine the order of organization and conduction of accreditation of educational organizations.

2. The authorized body in the field of education organizes the conduction of accreditation of educational organizations, which realize professional study programs of higher education and post-higher education.

3. Accreditation is made by accreditation body on the basis of declaration of educational organizations independent from its departmental order and forms of ownership.

Accreditation is conducted in the form of institutional and specialized ones.

4. Accreditation of educational organizations is conducted on the basis of evaluation of activity of educational organizations to check the accordance to the standards and criteria, developed by accreditation body.

5. International and foreign educational organizations and their subdivisions, created on the territory of the Republic of Kazakhstan, conduct accreditation in the same conditions and in the same order, as educational organizations of the Republic of Kazakhstan.

6. Accreditation of educational organizations is made on the basis of their own financial resources of educational organizations.

7. Higher education institutions have a right to pass international accreditation, conducted by internationally recognized foreign agency.

  1. The order of conducting accreditations of educational organizations

8. For passing institutional accreditation, educational organization presents to accreditation body the following documents:

1. Application by form, installed by accreditation body

2. Copy of state license and supplements to license that ensure the right of conduction of

educational activity

When passing specialized accreditation, educational organization additionally presents to

the accreditation body copy of certificate about institutional accreditation.

9. Accreditation consists of the following steps:

1. Conduction of self-evaluation of educational organization with making of a report on

relevance to standards and criteria, installed by accreditation body

2. Presenting of report about self-evaluation by educational organization to accreditation

body

3. Analysis of report on self-evaluation of educational organization by accreditation body

4. Development of recommendations by accreditation body to educational organizations

by presented report

5. Visit to educational organization by experts of accreditation body and creation by them

of report by the results of checking the relevance to standards and criteria of

accreditation body with recommendations.

6. Preparation of materials for accreditation of educational organization by accreditation

board

7. Consideration of the question of accreditation of educational organization by

accreditation board

8. Making relevant decisions by accreditation body

9. Publication of full report on web-site of accreditation body

10. Accreditation of educational organizations is conducted from the moment of registration of application on passing accreditation until pronouncement of relevant decision by accreditation body

11. By the results of evaluation of activity of educational organization and/or distinct educational programs accreditation body makes a decision:

1. to accredit

2. to decline accreditation

12. After making a positive decision concerning accreditation, accreditation body presents to educational organization a certificate with a term for 5 years

13. Decision to decline accreditation to educational organization can be appealed in order set by the law.

14. In case of liquidation, educational organization presents to accreditation body relevant information and gives back to accreditation body a certificate about accreditation in a month from the day of decision about liquidation of educational organization.

Accreditation body makes a decision about ending of the action of certificate about accreditation of educational organization

15. Accreditation body forms a base of information of educational organizations that were accredited by them

16. In case of reregistation or reorganization, accredited educational organizations, in written document, tell about this to accreditation body, about changing the certificate of accreditation with enclosure of documents, which prove the provided information in course of 10 working days.

Accreditation body, not later than 5 working days from the moment of receiving statement in written form by the applicant, provides with a certificate on accreditation.

Newly created as a result of reorganization, educational organization, which realizes educational programs of higher education and post higher education in accordance with license of the right to conduct educational activity, passes accreditation on general foundations.

17. In case of loss certificate of accreditation, accreditation body provides educational organization with duplicate of certificate of accreditation in the course of 10 working days in a written statement.

Design of duplicate of certificate of accreditation of educational organizations is conducted on the basis of financial resources of educational organization.
